1. Certifying applications for Advance Authorization. (Earlier known as Advance Licence)
Under Advance Authorization scheme duty free import of inputs required for export production is permitted. For Indian goods to be competitive in the international market all the inputs that are used in the manufacturing of goods can be imported without payment of duty under the scheme known as duty exemption scheme. Advance Authorization scheme is one such duty exemption scheme which permits the import of raw materials, components, consumables, solvents, catalyst as well as packing material.
The inputs permitted are as per standard Input-Output Norms (SION) published by Directorate General of Foreign Trade via Handbook of procedure volume-II.
There are almost eight thousand SION been published which covers range of export products such as chemical, Engineering, Electronics, Plastics, Lather goods, textiles etc.
Due to constant innovation new products are being developed in India and are being exported. The standard Input-Output norms of such goods may not be appearing in published Handbook but exporters are still eligible for the duty free import of inputs used in the manufacture of such goods.
An Advance Authorization application is required to be filed by exporter under NORM NOT FIXED category. Such application require Chartered Engineer certification whose responsibility is to certify the use of input along with its quantity and wastage.
Till date I have certified more than 5000 applications for such advance authorization.
2. Certifying applications for duty drawback
Duty Drawback is rebate of duty chargeable on imported material and /or excisable material used in the manufacture of goods in and is exported. The exporter may claim drawback or refund of excise and customs duties paid by suppliers. The final exporter can claim the drawback on material used for the manufacture of export products. The application for such refunds needs to be certified by an Independent Chartered Engineer.
In last two decades I have been instrumental in certifying number of applications for such drawback claims.

3. Certifying the application for fixation / modification of standard input-output Norms.

It is advisable to get the Standard Input-Output Norms (SION) fixed. An application needs to be filed for the fixation of SION for such product. Such application needs certification by an Independent Chartered Engineer.
The C.E. certified application is accepted by Directorate General of Foreign Trade and being put to committee for approval and final publication.
In more than two decades of my practicing as Chartered Engineer I am privileged to disclose that out of around eight thousand SION appearing in Handbook of procedure volume-II almost 800 Norms are published on the basis of my certification.
It may be noted the norms once published are available to all exporting community throughout country.
Fixation of Norm therefore becomes little tricky subject matter else can be misused or misleading.
Moreover the fixation of SION needs in-depth analysis of range of product being manufactured as family product. As can be understood the SION should describe the product in more generic manner to cover range of product rather than specific. This is since fixation of each specific product is impossible task.
I have been instrumental in fixation of such group of product for which the all industry SION was very difficult to fix.
The certification involves role as Chartered Engineer to certify the use of input along with its quantity and wastage.
I re-iterate that till date I have certified more than 800 applications for such Standard Input-Output Norms.
